A floor scraper works well to scrape the old padding off the floor. The scraper removes old adhesive and it also helps loosen staples so you can pull them out. Anyway I woudl take the cheapest route. The buyers are likely to tear out the new carpeting anyway and if they don't there is little likelihood they will care about the old padding.
In fact there is little likelihood they will know about it. IN any case no one is going to buy not based on carpet padding. Nothing wrong with putting new carpet over old pad in a house you are selling.
